Heat output does not really correspond to the information

In connection with a Volvo D2 40, I unfortunately do not get the specified calorific values. I use the smaller Webasto heat exchanger on my other boat with a Yanmar 2ym15. You can't put your hand in front of the vents there. With this measured 38 degrees.
