Shackle wrong or too weak

Shackle wrong or too weak. I bought this block with the assumption that it can be loaded with up to 800 KGs. But surprisingly I notice that the shackle can only be used for 320 kg. Is this a mistake? I tried a Wichard shackle for higher loads (also 6mm bolts) but it doesn't fit.
