Holder is not functional

The bracket only fits two guardrail diameters! It doesn't fit mine. Two of the four mounting screws are inaccessible with a screwdriver because the mounting plate prevents it. Faulty design! The ends of the ring line are completely inadequately spliced.

Cheaply made

The Horseshoe buoy itself is good, looks to be nice quality but the mount is terrible cheap plastic and badly made. There are locking nuts that should be embedded in the plastic to lock the clamp to a rail but the nuts were too small so spun in the plastic. Had to pin them with a screwdriver just to open the mount before I could mount it (with new nuts) onto the rail.
