impossible to fix the new filter

I wanted to install my filter, but the picture shows a long plastic tab, and the one I received only has the first hole, making it impossible to attach.
Moreover, this filter is a real scam, aside from the exorbitant price. If Volvo had made the housing openable, there would have been a way to check and replace only the filter cartridge. If there's a valid reason for this type of installation, I'm curious to hear it.
There's a lot of discussion on the forums trying to find more normal solutions!
