Dear, if this only happens when the motor (i.e., propeller) is running, it may indicate turbulence around the rudder caused by the propeller. The propeller blades may be out of balance or simply dirty. If there are barnacles on the rudder, this can cause rudder vibration. Another similar cause is growth on the rudder itself, which will result in the same vibrations, most noticeably when the propeller is directly in front of it.
